Regular City Council Meeting
December 17, 2025 - 7:00 PM
Location: City Hall Council Chambers
Presiding: Mayor Jennifer Smith
Present: Mayor Smith, Council Members Johnson, Garcia, Kim, Williams, Anderson
Absent: None
City Clerk: Susan Martinez
1. Call to Order
Mayor Smith called the meeting to order at 7:00 PM.
2. Pledge of Allegiance
The Pledge of Allegiance was led by Council Member Anderson.
3. Roll Call
All council members and the mayor were present.
4. Approval of Minutes
Motion by Council Member Garcia, seconded by Council Member Williams, to approve the minutes of the December 3, 2025 meeting. Motion carried unanimously.
5. Public Comment
John Smith (123 Main Street) spoke in favor of the proposed park improvements, noting the importance of green spaces for families.
Mary Johnson (456 Oak Avenue) expressed concerns about traffic speed on residential streets and requested additional speed bumps.
Robert Davis (789 Elm Street) thanked the council for the recent street repairs in his neighborhood.
6. Old Business
6.1 Downtown Revitalization Project
Council Member Kim provided an update on the downtown revitalization project. Phase 1 is 75% complete, with new sidewalks and streetlights installed. Phase 2 is scheduled to begin in February 2026. Motion by Council Member Kim, seconded by Council Member Garcia, to approve the Phase 2 budget allocation of $250,000. Motion carried 6-0.
6.2 Community Center Expansion
Discussion continued on the proposed community center expansion. Council Member Williams presented updated cost estimates. Motion by Council Member Williams, seconded by Council Member Anderson, to table the item until the January 7, 2026 meeting to allow for additional public input. Motion carried unanimously.
7. New Business
7.1 Ordinance 2025-45: Zoning Amendment for Commercial District
First reading of an ordinance to amend zoning regulations in the downtown commercial district to allow for mixed-use development. Public hearing scheduled for January 7, 2026. Motion by Council Member Garcia, seconded by Council Member Johnson, to set the public hearing. Motion carried unanimously.
7.2 Resolution 2025-28: Recognition of Retiring Fire Chief
Resolution to recognize Fire Chief David Martinez upon his retirement after 25 years of service. Motion by Mayor Smith, seconded by Council Member Anderson, to adopt the resolution. Motion carried unanimously. Council Member Anderson read the resolution, and Chief Martinez was presented with a plaque.
7.3 Approval of 2026 Budget
Finance Director presented the proposed 2026 budget. After discussion and minor amendments, motion by Council Member Johnson, seconded by Council Member Kim, to approve the 2026 budget as amended. Motion carried 5-1 (Council Member Williams voting no, citing concerns about public health funding).
7.4 Contract for Snow Removal Services
Motion by Council Member Anderson, seconded by Council Member Garcia, to approve a three-year contract with Demo City Landscaping for snow removal services at a cost of $45,000 annually. Motion carried unanimously.
8. Department Reports
Police Department: Chief Johnson reported 12% decrease in property crimes compared to last year. New community policing initiatives are showing positive results.
Fire Department: Deputy Chief Rodriguez reported average response time of 4-5 minutes, maintaining our ISO Class 3 rating. Reminder about holiday fire safety.
Public Works: Director Thompson reported completion of fall street maintenance program. Preparing for winter weather response.
9. Council Member Comments
Council Member Johnson thanked the community for the successful holiday food drive.
Council Member Garcia announced upcoming neighborhood meeting in District 2.
Council Member Kim reminded residents about the city's recycling program.
Council Member Williams encouraged residents to get flu shots.
Council Member Anderson thanked the police department for their work during the holiday season.
Mayor Smith wished everyone a happy holiday season and thanked city staff for their hard work.

4. Approval of Minutes
Motion by Council Member Kim, seconded by Council Member Anderson, to approve the minutes of the November 19, 2025 meeting. Motion carried unanimously.
5. Public Comment
Sarah Thompson (321 Pine Street) spoke about the need for more affordable housing options in the city.
Michael Brown (654 Maple Drive) requested information about the city's plans for bike lane expansion.
6. Old Business
6.1 Water Rate Study
Utilities Director Williams presented the results of the water rate study. After discussion, motion by Council Member Kim, seconded by Council Member Johnson, to approve a 3% rate increase effective January 1, 2026. Motion carried 5-1 (Council Member Garcia voting no).
7. New Business
7.1 Ordinance 2025-44: Noise Ordinance Amendment
Second reading and public hearing on an ordinance to amend noise regulations. After public comment and discussion, motion by Council Member Anderson, seconded by Council Member Williams, to adopt the ordinance. Motion carried unanimously.
7.2 Resolution 2025-27: Support for State Grant Application
Resolution to support the city's application for a state grant for park improvements. Motion by Council Member Johnson, seconded by Council Member Garcia, to adopt the resolution. Motion carried unanimously.
7.3 Approval of Vendor Contracts
Motion by Council Member Williams, seconded by Council Member Kim, to approve annual contracts with various vendors for city services. Motion carried unanimously.
8. Department Reports
Utilities Department: Director Williams reported on water main replacement project progress.
Parks & Recreation: Director reported successful fall programs and upcoming winter activities.
9. Council Member Comments
Various council members provided updates on district activities and upcoming events.
10. Adjournment
Motion by Council Member Anderson, seconded by Council Member Garcia, to adjourn. Motion carried. Meeting adjourned at 8:30 PM.

Planning Commission Meeting - December 9, 2025
The Planning Commission met to review and approve several development projects, including a new mixed-use building in the downtown district and a residential subdivision in District 3. All projects were approved with conditions.
